Bill Boyd is the Senior Associate Vice President for Student Affairs. He is responsible for oversight and strategy for the Division’s overall budget processes, including managing the Budget, Facilities, and Human Resources Administration staff. Bill also oversees those offices that most directly assist students with enrollment-related support and services. Included in his area are Counseling & Psychological Services, Educational Opportunity Programs, Financial Aid and Scholarships, the International Student Center, Student Disability Services, Student Health Services, the SDSU College Access Program (CAP), and the SDSU Guardian Scholars Program.
Because of his long-standing interest in ensuring access to higher education for high-need students, Bill developed SDSU CAP and oversaw the launch of the SDSU Guardian Scholars Program, both in 2007. SDSU CAP is a college-preparation program targeted to low-income, first-generation middle-school students in the San Diego Unified School District. The SDSU Guardian Scholars Program is a comprehensive program of support services for SDSU students exiting the foster care system to help them achieve the goal of a college degree.
Bill’s professional affiliations include the College Board and a number of student financial aid associations. He has served on the Planning Committee for the College Board’s annual Colloquiums (which explore issues of access in higher education) since 2004. Bill has also served on the College Board’s Task Force on College Access for Students from Low-Income Backgrounds and the College Board College Scholarship Service Council. He is frequently an invited speaker at professional conferences on various higher education management topics.
Prior to his current assignment, Bill’s career history since his arrival at SDSU in 1986 chronicles his progressive responsibilities in the Student Affairs Division: as Director of Financial Aid, then Assistant Vice President, and later Associate Vice President for Enrollment Support. Before coming to SDSU, Bill served in several student aid positions at Penn State University.
Bill received his baccalaureate and his master’s degrees from Penn State University.
